Objective: Review contractor’s estimates from the conceptual level to detailed estimating. Identifying potential hidden contingencies, overstatements and duplications.

Material Cost Credits

Objective: Review documentation such as “Request for Information” (RFI) and Submittals for potential material and method substitutions. Often materials substitutions and alternate methods are indirectly approved in this documentation without regard to potential cost credits.

Contractor Owned Equipment

Objective: Verify contractor owned equipment is being charged at rates comparable to fair market value and the rates utilized are the most cost effective with consideration of the rental duration.
